A Canadian investigation into certain imports from China now raises another question: how could sourcing conditions change?<\/p>\n<p>On August 17, 2026, the Canada Border Services Agency (CBSA) opened investigations into the <strong>alleged dumping and subsidizing of certain paperboard cups and containers from China<\/strong>, following a complaint from Genpak. These are allegations under investigation, not final findings. <a href=\"https:\/\/cbsa-asfc.gc.ca\/sima-lmsi\/i-e\/pcc2026\/pcc2026-ni-eng.html\">Official CBSA notice.<\/a><\/p>\n<h2>What does dumping mean?<\/h2>\n<p>A low-priced imported product is not automatically dumped.<\/p>\n<p>The analysis compares its export price with a \u201cnormal value.\u201d This is generally based on selling prices in the exporting country or, depending on the circumstances, production costs plus expenses and a reasonable profit.<\/p>\n<p>Dumping is therefore not established simply by comparing an imported cup\u2019s price with the price of a Canadian-made cup. It requires an assessment under the applicable rules. <a href=\"https:\/\/cbsa-asfc.gc.ca\/sima-lmsi\/self-auto-eng.html\">The CBSA\u2019s explanation of normal values.<\/a><\/p>\n<h2>Why is subsidizing also being investigated?<\/h2>\n<p>Subsidizing is a separate issue. It may involve foreign government assistance that benefits producers or exporters, such as certain grants or tax incentives.<\/p>\n<p>In the paper cup case, the CBSA is examining both alleged dumping and alleged subsidizing. The investigations will determine whether these practices exist under Canadian legislation. <a href=\"https:\/\/www.cbsa-asfc.gc.ca\/sima-lmsi\/ap-pa-eng.html\">Understanding CBSA investigations.<\/a><\/p>\n<h2>Which cups are covered?<\/h2>\n<p>The investigations cover certain cups and containers formed from coated paperboard, as well as certain blanks used to make them, originating in or exported from China. The official definition includes exclusions.<\/p>\n<p>The CBSA explains that ready-to-form die-cut blanks may be covered, while an uncut printed roll is outside this definition, even if it will be die-cut in Canada.<\/p>\n<p>Assessing an import therefore requires examining the exact goods and their form when they enter the country. <a href=\"https:\/\/cbsa-asfc.gc.ca\/sima-lmsi\/i-e\/pcc2026\/pcc2026-in-eng.html\">Official product definition.<\/a><\/p>\n<h2>Who assesses the impact on Canadian industry?<\/h2>\n<p>Responsibilities are shared. The CBSA investigates dumping and subsidizing. The Canadian International Trade Tribunal (CITT) assesses the alleged injury to Canadian industry.<\/p>\n<p>Genpak\u2019s complaint alleges price pressure, lost sales, declining margins and reduced capacity utilization, among other impacts. These are the complainant\u2019s allegations and must be examined through the official process. <a href=\"https:\/\/www.canada.ca\/en\/border-services-agency\/news\/2026\/08\/the-cbsa-launches-investigations-into-the-alleged-dumping-and-subsidizing-of-paperboard-cups-and-containers-from-china.html\">CBSA news release.<\/a><\/p>\n<h2>What happens next?<\/h2>\n<p>On <strong>October 16, 2026<\/strong>, the CITT is scheduled to decide whether there is a reasonable indication of injury, retardation or threat of injury. <a href=\"https:\/\/www.canada.ca\/en\/international-trade-tribunal\/news\/2026\/08\/tribunal-initiates-inquirypaperboard-cups-and-containers-from-china.html\">Tribunal announcement.<\/a><\/p>\n<p><strong>November 16, 2026<\/strong> is the currently scheduled date for the CBSA\u2019s preliminary determinations or termination of its investigations. Positive determinations could lead to provisional duties.
